FAA Issues Updated Guidance for Operations at Non-Towered Airports
The FAA has released an updated Advisory Circular (AC 90-66C) offering fresh guidance on operations at non-towered airports. While much of the 28-page document reinforces existing information, the AC provides specific details on traffic pattern entry, flow, communications, and phraseology. Notably, the AC clarifies that the FAA does not regulate traffic pattern entry but expects pilots to conform to the traffic pattern in use. Additionally, the AC advises against executing a straight-in approach for landing when other aircraft are in the traffic pattern, as it increases the risk of a midair collision. For instrument approaches, aircraft on a final approach course should follow the requirements outlined in the approach procedure. Regarding communications best practices, the AC offers comprehensive guidance on the "self-announce" procedure, emphasizing the importance of broadcasting aircraft call signs, position, altitude, and intended flight activity or ground operation on the designated CTAF. It also discourages the use of phrases like "Active Runway" and "ANY TRAFFIC IN THE AREA, PLEASE ADVISE," while emphasizing the use of runway numbers and airport names for clarity.
